I'm quite used to my current one, it's been already more than 4 years, so it is hard for me to say goodbye to it. But in I have some thoughts of creating a new one and to start everything from a blank page.
art-theft of course it's bad but if you go to another site people will continue to steal your works. There is no guarantee that leaving dA will stop art-theft.

Well, it doesn't seem to me that this user actually planned to steal your artwork, maybe he's just on of those people who take nice pics from the net and use their DA galleries as some kind of stock for them. And I've never understood why they do it -_- And of course publishing it without giving any credit isn't very nice. Did you try to communicate with that very person? Or he just ignores you?

She once put my picture as her icon (on my icon there was the same picture that time) and was sending me endless notes like "let's be friends, we have same icons". I just sent her to hell (to the blocklist, to be clear), she was just annoying. And now she strikes again, it isn't cool. =(
If you don't want your art to be stolen, don't show your art. I can't not to show it, ya know. I can't live without sharing what I do with other people. A small group of closest friends is not enough.

like i have lots of 'em i'm just trying to understand you really. i know you do care about feedback and are worried about other's unfair behaviour. but the point is that one can't always have feedback and others don't always behave fair enough. no offence, but it looks like you don't really get it or can't really accept it.
